Pretty simple, really: Go to a Purina Points Events (mostly State Championships but also RQEs) and win your cast with plus points. Whether you place or not the dog earns 50 Purina Points for winning their cast.
Once you earn 350 Purina Points (7 cast wins) you are considered a "contender" and have to sign in and be drawn to a contender cast (if 3 or more contenders are present).
The Purina Committee awards a cash award plus a nice plaque and national recognition to the top 5 dogs in the Purina Series and also all 7 breed leaders (most of the time several breed leaders are also in the top 5).
