I think it is a cultural expression of the Hebrews that means the "safe place" where faithful Old Covenant followers of God would be after death. Imagine if you are a dad and your little kids fell asleep on your lap or chest while you were sitting in your recliner, they are safe and at peace. That would be like how the Hebrews imagine being at rest with father Abraham.
In the New Testament Jesus spoke about dead people as being asleep, so did Paul. I don't think it is inconsistent with the scripture that says to be absent from the body is to be present with the Lord since when we leave this life which is ruled by time moving in a 1-2-3-4 order to the heavenly realm where time is not counted or even countable. You die here and wake up in God's presence, those who wake up and are counted as righteous go to their eternal reward, those who have no righteousness from Jesus will go to their eternal punishment.
One thing that confuses us is the time issue. Are Isaac, Jacob, Esther, David and all the Old Covenant faithful in that many years of being asleep and not in God's presence? Our understanding of the thousands of years involved makes us feel bad for them because that's a lot of sleep right? But we need to remember that time is not a factor, think of the best most restful sleep you ever got and when you woke up you didn't regret those hours having passed by, you woke up ready to go and feeling good...didn't you. They aren't asleep experiencing nightmares or insomnia or listening to snoring of the others. They will or are already before God's presence or in heaven because there's no time counted there, our world does not control the realm of heaven. CS Lewis wrote about the same idea that perhaps that is the real world and we have only been living in the made up world which is a poor reflection of the real one (Heaven) we will go to one day. We will only go there if we have been declared righteous, I really believe we need to let everyone know Jesus died and rose again so that no one needs to go to hell. His death and atonement are available to all who will ask for salvation.

Abraham's bosom was the place where the Old Testament righteous dead went. Until Christ died, they could not go to heaven. After Christ rose again, He ascended back into heaven and took those in Abraham's bosom with Him to heaven. Now, when a believer dies, they go to heaven to be with Christ.
