yes at some point most people will cull a dog. I try to give the pup or dog so someone that wants it only after getting it fixed as to not had it breed anything else. jmo though

That's a good point, have any animal that you are giving away because it is not any good, be sure to have it fixed. That poor blood may one day work its way back to you.

Sounds like there should be a new organization like NAVHDA, but for hounds. NAVHDA has a testing system you run your dogs in. A standard were your dog should be and not a competition without the fighting. Go to there web site, if you buy a NAVHDA dog you know you have a good dog and it is breed with conformation, cooperation, hunt drive and right temperament. Alot of those guys run there dogs in competition hunts but they buy and only breed dogs that run through NAVHDA testing system.

Where do their standards come from? Recognized pedigree champs?

Go to their web site and read up on the history. There were a group of guys wanting to have a test system for the hunter and not so much for the field trials. Man named Bodo was tested his dogs in German testing system. Basically the test is set up for what you would find in hunting conditions. I know they have their on registration, they keep track of litters how each puppies are doing on the test
You could call them and follow how each dog is doing as it progress through the test.
