Yes, your correct. As mentioned in the Bumping and BTTing Policy you have an hour to add to the ad before it is considered bumping (
anything after an hour is bumping or in hunting terms "scratched").
Posting an ad early in the day and bumping the ad later in the evening to add info is considered bumping (You posted an ad at 2 something and bumped the ad at 8 something). After an hour, use the EDIT button to update the ad.
