I have always heard it the other way around. Slick finish is easier to clean but the broom finish will help keep their pads in good shape to hunt and their toenails worn down. Either way he needs to make sure he seals the contrete with a good sealer.
As for the other questions, I would not build a kennel smaller than a 5'x10'. If you can afford to do so I would put a roof over it for shade and to protect you and then from the elements. You can also run electricity out there and have lights and plug-ins if you have a roof over it.
